Cabadbaran-Santiago Watershed Forest Reserve

Cabadbaran-Santiago Watershed Forest Reserve is a protected forest and watershed area on the island of Mindanao in the southern Philippines. Located at the boundary of Agusan del Norte, Agusan del Sur, and Surigao del Sur, it functions primarily as a water catchment reserve serving the municipalities of Cabadbaran and Santiago. The reserve spans from lowland terrain up into the slopes of the Diwata Mountain range, on the northern flank of Mount Hilong-hilong, one of the higher peaks of northeastern Mindanao. Established in 1991 through Presidential Proclamation No. 834, the reserve covers roughly 16,025 hectares of mostly forested mountain terrain. Its principal ecological value lies in protecting the headwaters of several important rivers and streams that supply water to communities in the surrounding lowlands, while also preserving stands of tropical forest and limited rattan plantations. Although it is not a large national park in the traditional sense, the reserve plays an outsize role in regional water security and in maintaining the biological character of the upper Diwata range. The area remains ecologically significant for Mindanao's remaining forest cover, supporting populations of forest-dependent mammals, raptors, and endemic aquatic species in its river systems. As part of the broader Caraga region's protected-area network, the reserve complements nearby conservation areas such as Agusan Marsh Wildlife Sanctuary and the Siargao Islands Protected Landscape and Seascape.
