The Loktak Hydropower Project was built in 1983 on the Manipur River, with Loktak Lake serving as the headwater storage for power generation, irrigation, and water supply to multiple northeastern states. The Ithai Barrage at the lake's outlet became the key control structure, maintaining a regulated water level year-round. In recognition of its biological richness and ecological role, Loktak Lake was designated a Wetland of International Importance under the Ramsar Convention on 23 March 1990 (reference number 463). By 16 June 1993, ecological change at the site prompted its inclusion in the Montreux Record, which tracks Ramsar sites where adverse change has occurred or is likely to.
