Lower Agno Watershed Forest Reserve

The Lower Agno Watershed Forest Reserve is a Philippine protected area that straddles the Cordillera and Ilocos regions on the island of Luzon, covering terrain in the provinces of Benguet and Pangasinan. It follows the Agno River corridor southward from the mountain villages of Itogon to the foothills just north of San Manuel and San Nicolas in Pangasinan, enclosing a 34.59-kilometer valley of pine-forested mountains and meandering river. The reserve is best understood as a working watershed. It protects the mid-Agno River basin that feeds the San Roque Dam, the largest dam in the Philippines and a critical source of water, hydropower, and irrigation for much of central Luzon. Its rivers and tributaries drain an important mining district that has shaped the land for more than a century, while its slopes still hold Benguet pine forests and habitat for native wildlife. Established in 1983 as part of the development of the San Roque multipurpose dam, Lower Agno traces its institutional roots to the much larger Central Cordillera Forest Reserve proclaimed in 1929. Today it is managed by a protected area board under the Department of Environment and Natural Resources together with partner agencies responsible for power, irrigation, and dam operations.
